Virginity Busary:incentive or insult?

A scheme which offers scholarships to girls in rural South Africa if they can prove they are virgins has been condemned by human rights groups. Students who receive the bursaries from the mayor of uThukela will have to undergo regular virginity tests.Is this act an incentive or insult?See in the video below
